Pursuant to my rights under the California Public Records Act (Government Code Section 6250 et seq.), I ask to obtain or inspect copies of the following records:

  1. Any documents regarding the history, maintenance and inspection of Pacific Gas and Electric(PG&E)’s Caribou-Palermo transmission line in Butte County, including any records of violations. This request covers the period from Jan. 1, 2008 through today.
  2. Any documents regarding the history, maintenance and inspection of PG&E’s Big Bend 1101 12kV Circuit in Butte County, including any records of violations. This request covers the period from Jan. 1, 2008 through today.
  3. Any documents regarding the history, maintenance and inspection of PG&E’s Cresta-Rio Oso transmission line in Butte County, including any records of violations. This request covers the period from Jan. 1, 2008 through today.  
  4. Any documents and written correspondence, including emails and text messages, sent by or to commissioners and commission staff regarding the creation and implementation of PG&E’s Public Safety Power Shutoff program. Correspondence may also include records that refer more generally to PG&E intentionally shutting off power to customers. This request covers the period from Oct. 8, 2017 through today.

I ask for a determination on this request within 10 days of your receipt of it, and an even prompter reply if you can make that determination without having to review the records in question. If possible, I would like the records to be sent electronically.

I am also open to receiving the records in batches, if that’s feasible for you — inquiry 4, for example, can be sent separate from any records produced through inquiries 1-3.

If there are fees associated with producing these records for me, please let me know if the cost will be more than $25. But I also request any fees be waived because I am a journalist seeking records in the public interest as part of the news gathering process.

If you determine that any or all or the information qualifies for an exemption from disclosure, I ask you to note whether, as is normally the case under the Act, the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information.

If you determine that some but not all of the information is exempt from disclosure and that you intend to withhold it, I ask that you redact it for the time being and make the rest available as requested.
